Actions Taken:

1.       W. Heitin led a discussion on a proposal to exclude from the limitations of Proposition 2 ˝ all outstanding non-exempt debt service and then fund all future capital projects through direct expenditure.

2.       B. Puritz led a discussion regarding projects currently being developed that would be financed with debt exempted from the limits of Proposition 2 ˝.

3.       P. Linehan initiated a discussion of a centralized maintenance program for all of the public buildings.

4.       B. Dunham presented the status of previously authorized projects that have a remaining funding surplus balances for the School Department

5.       K. Wertz presented the School Committee’s prioritized FY06 capital outlay requests.

Votes Taken:

1.       MOVED by W. Heitin, and duly seconded, that the minutes of the November 11, 2004 Capital Outlay Committee meeting, as amended by D. Hearne, be accepted. VOTED in the affirmative, 6-0-0.

2.       MOVED by J. Hitter, and duly seconded, that the Committee approve an initiative to implement a town-wide maintenance program for all town buildings. VOTED in the affirmative, 6-0-0.
